Carrie Barker-Settles is Director of Sales & Marketing Services at Gorman Health Group (GHG). In this role, she helps clients develop sales and marketing strategies including sales channel recruitment, sales training, broker development, and territory analysis, as well as member retention, sales pro formas and projections, product design, and bid development. Carrie brings GHG clients more than 20 years of experience in Marketing,, Sales, and Compliance for Government Programs.

Julie Billman is Vice President of Operational Performance at GHG. In this role, health plans look to her to improve operational functions, maximize plan revenue, and educate plan staff to understand and own the Medicare requirements governing their functions. Julie brings GHG clients more than 20 years of experience managing MA and Part D operations in a compliant and efficient manner. Julie’s background in both Operations and Compliance offers an exceptional perspective to GHG clients.

While at GHG, Julie has helped GHG clients with Implementations, interim Medicare program management, projects on enrollment/disenrollment, recompilation, prescription drug event (PDE), appeals and grievances, and COB/ Medicare Secondary Payer (MSP) for Parts C and D. Julie has also assisted several plans in CMS audit readiness by providing mock audits as well as CMS program audit assistance.

Nilsa Lennig Rudisill is Vice President of Sales & Marketing Services at Gorman Health Group (GHG). In this role, she is responsible for leading a team of Sales and Marketing experts and multi-disciplinary projects focused on designing and implementing strategies that examine market, environment, and core competencies to maximize product potential and position clients competitively for future success. In addition, Nilsa’s role focuses on enhancing the performance of the health system and improving the relationship between the plan, providers, members, and service providers by empowering people with information, guidance and tools they need to help serve their customers.

Nilsa brings GHG clients over 12 years of marketing experience, driving profitable growth and retention through strategy, marketing, sales, and product development. Nilsa’s areas of expertise include marketing, sales, and marketing compliance for Medicare, Medicaid, and most recently both Federally-Facilitated and State-Based Marketplaces. Prior to becoming Vice president of Sales and Marketing Services, Nilsa worked across GHG’s Compliance and Sales, Marketing, and Strategy practice areas bringing a combination of growth, marketing, sales strategy and compliance expertise to clients throughout the industry.

Prior to joining GHG, Nilsa held various marketing management positions, most recently performing as Vice President of Marketing for a Medicare Advantage Organization, which served both the dual-eligible and Medicare-eligible populations, operating in 15 states and more than 250 counties.

Melissa Smith is Vice President of Star Ratings at Gorman Health Group. In this role, she helps health plans, providers, PBMs, and industry vendors improve their performance within quality ratings systems such as Star Ratings within Medicare Advantage, Quality Rating System (QRS) within the Health Insurance Marketplace, Healthcare Effectiveness Data and Information Set (HEDIS®), Consumer Assessment of Healthcare Providers and Systems (CAHPS®), etc. She has more than 20 years of healthcare experience, more than five of which at Cigna-HealthSpring working with Star Ratings among national MA and Part D plans.

Melissa has extensive experience developing strategic and tactical solutions to maximize performance on the full spectrum of quality measures. Melissa also has a strong background of building productive partnerships across internal teams and with external vendors to improve performance on clinical, medication, patient survey, and administrative quality measures.

John Gorman is Founder and Executive Chairman at Gorman Health Group (GHG). In this role, he has led the development and launch of several entrepreneurial ventures in both software and business process outsourcing in government health programs. John’s work focuses on government health programs strategy, cultural transformation within health care companies, governance,and turnaround of distressed health plans. John brings GHG clients more than 25 years of experience in government-sponsored health program strategy, compliance and operations.

Prior to founding his own company in 1996, John served as Assistant to the Director of Health Care Financing Administration’s (HCFA) Office of Managed Care, where he provided day-to-day management, and served as the external liaison for the Medicare and Medicaid managed care programs.
